"Article 99" means something like "catch 22" where you try to get something done but you're prevented by "article 99".Doctor Pete Morgan arrives at a veterans hospital eager to practice his new medical skills, but is immediately confronted with bureaucratic red tape. He aligns himself with other young doctors with the same ideals and together they find ways of cutting through the red tape to give their patients the medical care they desperately need. Their methods more than bend the rules and place their medical futures in jeopardy after a confrontation with the hospital's corrupt administrator.
